Why it matters
Large deficits mean more government borrowing, which can push bond yields up and, if markets lose confidence, weigh on the currency. Debt ratios matter for credit ratings and for euro-area rules.
How it is calculated
The finance ministry or statistics office reports cash revenue and spending each month or quarter; debt is the stock of government borrowing, usually shown as a share of GDP.
Budget balance = revenue − spending
Debt ratio = government debt ÷ GDP × 100What changes mean
- Markets react mostly to surprises that change the borrowing plan.
- Rising debt is more worrying when interest rates are above growth rates.
A short history
Public debt has financed wars since the Bank of England was founded in 1694 to lend to the government; the euro area's 3% deficit and 60% debt rules date from the Maastricht Treaty (1992).
